Kathy Morgan

Executive Director

Kathy Morgan is Executive Director of Olympic Housing Trust, where she leads the organization’s strategic growth and affordable housing development efforts across Jefferson and Clallam counties. Her career has been defined by a deep commitment to expanding access to safe, stable, and affordable housing. Prior to joining OHT, she served for 16 years as Director of Housing and Community Development at OlyCAP, overseeing affordable housing development, rehabilitation programs, and services for low- and moderate-income households.

Kathy previously worked as a real estate broker for 30 years, bringing extensive expertise in housing markets, development, and community partnerships. Her leadership continues to strengthen housing stability and expand long-term affordable homeownership opportunities for communities and future generations alike.

Simon Windell

Chief Financial Officer

Simon Windell is the CFO of the Olympic Housing Trust. He joined OHT in 2026, serves in a part-time capacity while also working with other community land trusts, including as CFO of the Methow Housing trust and Director of Finance for the Lahaina Community Land Trust.

Simon is a Winthrop Planning Commissioner, Treasurer of the Northwest CLT Coalition, and Chair of the Okanogan County Community Action Council. Simon is widely recognized for his work in support of Community Land Trusts across the West and is passionate about cultivating permanent affordability in the face of unmet housing needs.

Kai LaRue

Accountant

Kai grew up in Orlando, Florida, where she currently resides. She earned her undergraduate degree from the University of Central Florida and later completed her Master’s in Accounting at the University of West Florida in Pensacola. She has a little over six years of accounting experience and became a CPA in 2025.

Kai's background is mainly in the nonprofit and education sectors, which she enjoys because of the meaningful impact and missions. She has volunteered with IRS VITA, helping lower-income individuals and families file their taxes, and served as a classroom tutor through AmeriCorps prior to becoming an accountant.

Outside of work, Kai enjoys reading, gardening, hanging out at the beach, roller-skating, and working on home improvement projects.

Matson Contardo

Administrative Coordinator

Matson grew up in central Minnesota and has lived around the country and abroad before settling down in Port Townsend in 2018. He's worn many hats from engineer to educator, has been a volunteer with the Peace Corps, and has always had a passion for technical problem-solving with a focus on community-development. His passion has taken a focus toward affordable housing solutions to enhance housing stability and foster thriving, diverse communities.

In his free time, Matson enjoys exploring the great outdoors in western Washington, cooking, surfing on the strait, and tinkering on any number of hobbies at home.
